The Confluence Early Childhood Development Service District was established in November 2025 by the voters in Garfield, Eagle, and Pitkin Counties, Colorado to fund early childhood development services through the collection of a 0.25% sales and use tax.
The District’s Board of Directors was elected in November 2025 with staggered terms.
The District is governed pursuant to the approved Service Plan.
